Especially if Jericho, being United States Champion, would be left as the only one of the two with a belt to his name. Not only does Charlotte not look good, neither does Bayley and it nearly ruins her image as the role model for young girls. This would keep her PPV streak going and could set up a huge Women's Championship match at Wrestlemania.
If he wants the title on a wrestler who has out-performed all expectations and have the belt defended nightly on the road, it has to stay on Owens. At Fastlane, he topped himself by defeating Owens and winning the WWE Universal Championship in 21 seconds.
Brock and Goldberg have yet to have a good match. While on one hand, it would be exciting to see two former best friends, Owens vs Jericho, fight for the U.S. title, it would have raised the value of the rivalry with the top title on the line. One minute, The Undertaker is a lock to win his 22nd consecutive WrestleMania match, the next, Brock Lesnar shocks the world by handing him his first loss at the event.
